一、案例背景

公司基层党组织体系健全，党员占公司员工总量近三分之一;公司党组十分重视思想政治工作，在探索创新加强思想政治工作方面做了大量的工作，也取得许多成效。但从员工队伍的总体情况看还存在一些问题，尤其是队伍稳定问题依然存在，一些历史遗留问题还没有解决的情况下，又出现新的遗留问题。通过深入调研，我们发现，许多历史遗留问题和新出现的问题起源都是一些小事情，由于缺乏组织的教育引导，酿成为大问题。比如，某供电所的两名员工就因为工作和家庭的一些纠纷，在很长的一段时间内没有及时得到疏导，最后引发重大负面稳定问题。在调研中我们还发现，基层党支部和基层单位的党员、干部对员工队伍中的一些小矛盾、小纠纷和细节问题都不太关注和重视;有的责任心缺乏，只关心8小时以内的问题，认为8小时以外的事与己无关;有的党员、干部认为思想政治工作是政工干部的事，等等。

针对存在的问题，公司党组充分总结和借鉴公司2012年在推进“三集五大”体系建设中开展“五个讲清楚”(组织千名政工干部深入一线，向员工讲清楚“三集五大”体系建设的意义和作用、方式方法、有关政策、操作细节以及对每个员工的影响，当年未发生任何针对“三集五大”体系建设的稳定事件，确保了体系建设的顺利推进)活动的经验做法，既强调抓源抓根本，又注重抓早抓小，并就全面加强员工日常思想政治工作进行部署。2014年9月，公司党组把弘扬党的思想政治工作优良传统和公司实践探索相结合，制定印发《关于进一步加强员工日常思想政治工作的实施意见(暂行)》，为全面加强思想政治工作提供了基本遵循，并首次明确了以“三知四访五必谈”为抓手推动思想政治工作抓早抓小;2015年，公司突出将“三知四访五谈”作为公司重点工作在公司“两会”部署;2016年，公司进一步按照项目化的要求推进“三知四访五必谈”工作落地，取得了显著成效。

1.建立健全思想政治工作责任体系

制定公司《关于进一步加强员工日常思想政治工作的实施意见(试行)》，明确公司加强思想政治工作的总体要求、5条基本原则、24项主要任务和3项保障措施，为公司各级党组织和党员干部做好思想政治工作提供基本遵循。明确各单位党组织对思想政治工作负总责，党组织负责人是思想政治工作第一责任人，紧密结合改革发展的中心任务，制定实施思想政治工作年度计划，采取有效措施确保思想政治工作各项任务要求落到实处;行政领导强化思想政治工作意识，在抓好业务工作的同时，自觉做好分管业务领域的思想政治工作，支持政工部门、督促行政业务部门开展思想政治工作，在人员、物资、经费等方面给予保障;各级政工部门履行归口管理职责，统筹制定工作计划，合理分解工作任务，建立从上至下的工作责任链，推进工作落实;群团组织发挥自身优势，履行思想政治工作职责。加强考核评价，将队伍稳定等成效列入对各级党组织、各单位和党员、干部的述职和考核。

2.夯实推进“三知四访五必谈”的思想基础

建立党员干部直接联系服务群众的长效机制。制定《关于落实党员干部直接联系群众的制度的实施意见》，明确公司系统各级领导班子和党员领导干部要强化调查研究、建立直接联系点、定期接待职工群众来访、开展谈心交心活动、广泛征求群众意见、推行联系服务群众承诺践诺，规定公司各级领导班子成员和副科级及以上党员干部，每人结对联系2名以上有困难或有思想情绪、特别是相对后进的普通员工，与结对员工常见面、常谈心、交朋友，每季度走访不少于1次，向结对员工讲解党的路线方针政策和当前形势任务、了解员工利益诉求，听取意见建议、帮助解决问题，鼓励创先争优，公司2375名科级及以上党员干部直接联系了4298名普通员工。

开展党员“一带二”工程。以公司党组文件将实施党员“一带二”工程常态化，明确“一带二”具体要求，规定每名党员与不少于2名非党员普通员工(党员数较多的支部优先安排支部委员、优秀党员结对，再根据岗位、专业等情况安排年度民主评议为“好”的党员结对，须确保所有非党员普通员工都有党员结对帮带;年度民主评议为“一般”及以下格次的党员不安排结对，待评定晋级为“好”后再安排结对，“一般”及以下格次的党员须安排支部委员或优秀党员结对联系)结成帮带对子，公司系统累计11787名党员结对联系了15612名一线普通员工。

建立党员和党员干部联系员工群众基础台账。建立每个党员和党员干部直接联系员工的信息台账，包括所在支部、岗位、通讯联系方式等，便于抽查了解党员和党员干部开展“三知四访五必谈”情况。结合公司党支部责任区建设，将党员“一带二”和党员干部直接联系员工情况纳入党员和党员干部所在支部管理与省公司通报考核，实行责任追究。

4.项目化推行“三知四访五必谈”家访谈心机制

统一印制《党支部“三知四访五必谈”工作记录本》以及《党员“三知四访五必谈”工作手册》，其中，《记录本》党支部负责人人手一册，主要用于记录支部整体情况以及“三知四访五必谈”工作总体开展情况;《工作手册》党员人手一册，主要用于记录党员“三知四访五必谈”工作具体内容，副科级及以上党员领导干部还要记录落实公司党组《关于落实党员干部直接联系群众的制度的实施意见》的情况。

要求每个党员及时、准确了解结对联系员工的兴趣爱好、家庭状况、思想动态，每季度至少与联系对象开展一次家访谈心工作，做好定期思想动态跟踪分析，遇员工出现需要开展家访谈心的9种情形(员工生病住院和家庭出现重大困难、重大矛盾、有红白喜事，员工思想情绪不稳、工作积极性不高、岗位交流、涉访涉诉、受到处分)时，还须及时做到应访必访、应谈必谈。

5.建立“三知四访五必谈”快速反应机制

实行定期分析制度，妥善解决员工反映的实际问题。以党支部为单位，每周汇总报送通过“三知四访五必谈”收集的员工思想动态，掌握翔实的第一手材料。突出做好苗头性、倾向性、预警性信息的收集，对重要对象、重要单位跟进了解和定期走访。基层单位定期召开员工思想动态分析月度例会、省公司定期召开季度例会，基层单位召开月度例会，对通过“三知四访五必谈”掌握的员工反映的各类问题特别是反映强烈的问题，以认真负责的态度分类研究，并联合业务部门会商妥善解决，坚决做到“守土有责、守土负责、守土尽责”。

推进困难帮扶常态化，切实解决员工的实际困难。动态排查生活困难党员和员工情况，建立困难员工和特殊人群档案，认真落实公司困难党员和员工帮扶制度，每年开展3次慰问困难党员和困难员工活动，让他们真切感受组织关怀。定期开展送温暖活动，帮助困难员工解决燃眉之急，增强员工归宿感和企业凝聚力。

搭建平台，服务员工成长的实际需求。注重畅通员工职业生涯发展通道，指导帮助员工结合自身实际制定职业发展规划，引导员工立足岗位成才;加强对转岗人员、低技能人才的技术技能培训，不断提升理论和业务水平，提高岗位胜任能力;开展岗位交叉体验活动，鼓励员工多岗位锻炼，大力开展劳动竞赛活动，为员工成长发展造氛围、搭平台、立梯子。

6.建立“三知四访五必谈”评价考核机制

将 “三知四访五必谈”工作开展情况列为考核各单位企业负责人业绩和开展党内评先的重要依据。各基层党支部每月通过党内组织生活及时通报“三知四访五必谈”开展情况，督导党员、党员干部做好联系工作。各单位党群工作部每月汇总各基层党支部(地市公司含所辖县公司)工作开展情况报省公司思想政治工作部，牵头每季度组织督导检查一次《记录本》和《手册》的应用情况。省公司每季度通过随机抽检+电话回访、现场检查+座谈提问、数据报送+例会通报等方式，检查各单位“三知四访五必谈”开展情况。

三、主要成效

“三知四访五必谈”工作法取得明显效果。

一是维护了队伍稳定。开展常态化家访谈心，搭建了企业与员工的“零障碍沟通平台”，使企业做到了时刻心系群众，更加准确、及时地掌握员工的思想动态，进一步了解员工关心的热点、难点问题，为员工解决实际问题、实际困难，服务实际需求，广大员工的心平了、气顺了，工作干劲更足了。2016年上半年与2014年上半年相比，公司接待员工群众来访批次下降了，来访人次下降了，办理员工群众来信下降了。

二是强化了责任意识。推动党员领导干部直接联系群众制度和党员“一带二”工程，将结对联系情况纳入党支部责任区建设考核，进一步强化了各级党组织和党员、干部的全局观念、群众观念，增强了责任感和使命感。公司各级党组织和党员、干部自觉将做好思想政治工作、建设和谐企业的责任扛在肩上，在思想上增强坚定性，在行动上增强自觉性，在工作上增强创造性，党员和党员身边的不稳定现象大幅减少。

三是密切了党群干群关系。“三知四访五必谈”工作法促使公司广大党员、干部主动转变工作作风，主动深入基层、联系群众，注重倾听员工心声，听取员工建议，及时向员工讲形势、讲任务、讲政策，掌握每名员工的思想动态，了解每名员工的基本情况，积极为员工办实事、解难事。实践证明，“三知四访五必谈”真正把党组织的关心和温暖送到了员工的心坎，真正从思想上消除了干部职工间的隔阂，公司员工普遍反映“党的好作风又回来了”。

四、案例探讨

推行“三知四访五必谈”，是做好企业思想政治工作的有效途径，也是落实党的群众路线的生动实践。

一要高度重视思想政治工作抓早抓小。队伍稳定的问题，很多是发端于一些小问题、小矛盾、小纠纷，日积月累发展为难以管控和解决的大问题。及时发现、及时解决，防患于未然，就能收到事半功倍的效果。

二要注重发挥基层党组织和党员、干部作用。国有企业思想政治工作不仅仅是个人行为，更是一个广泛的企业行为，如果单单靠政工干部的力量，针对所有的员工逐个进行教育，效果慢而且影响小。企业基层党组织是党在企业基层单位的战斗堡垒，企业绝大多数党员分布在基层，他们与广大员工群众朝夕相处、共同工作。在倾听群众呼声，反映群众意见，维护群众利益，做好群众工作等方面，企业党组织和党员干部有着得天独厚的优势，发挥着无可替代的作用。推行“三知四访五必谈”工作法，充分依靠基层党组织和广大党员、干部，注重发挥基层党组织的战斗堡垒作用、xxx员的先锋模范作用、干部的示范带头作用，真正从根本上保证了思想政治工作有人抓、有人管，见实效，促发展。

三要注重日常宣传思想教育。思想政治工作最重要的一个着力点就是开展日常宣传思想教育，以科学的理论武装人，以正确的舆论引导人，以高尚的精神塑造人，通过日常的宣传思想教育工作潜移默化地影响人们的思想。我们在推进“三知四访五必谈”工作中，始终注重加强形势任务教育，宣传和培树先进典型，深化道德建设，推进企业文化落地，引导广大员工讲政治、守规矩、顾大局，崇德向善，增强荣誉感，从而提高“三知四访五必谈”的成效。
