一、会议方案的研制到通知下发的全过程

      (一)初稿拟定

      一个大型、特大型的会议方案的初稿应包括会议名称、会议主题(内容)会议时间、会议地点、会议日程安排、参会人员、任务分工和组织领导(这在大型、特大型的会议中显得尤为重要,首先要有单位某部门牵头组织和统筹安排,成立相应的工作领导小组。如负责撰写文稿的及提供相关材料的文件材料组,负责会场布置、会议通知下发、会议日程等具体事务的会务组,负责会议报道、会场录像的新闻宣传组,会议接待及后勤组等。其次各相关部门要做好任务分工的各项工作,并且牵头部门要将任务分工具体化,限定时限,督促相关部门按时完成;相关部门亦按要求积极协助好。唯有如此,才不致使一个大型会议因组织不力等原因而弄得一盘散沙)等内容。

      (二)经费预算

      经费预算是指在开会前将所用到的会议经费做出一个和实际预算偏离不远的相对精确的估算。有人说预算对于部门财务管理或会计人员最擅长。但不管是财务/会计或非财务/会计人员,在做预算前都应该在大脑里有一个比较清晰的轮廓:在哪些项目、材料、物品、东西上会产生经费。不说是面面俱到,但应该考虑全面、细致。比如,既然有人来开会,肯定要解决他们的吃饭问题,就会相应产生食宿费。再者,开会的场地必然是临时租用,又会产生场地租金费。又如,开会若需给参会人员派发一些会议资料、纸和笔等,又会产生资料物品费。另外,如果是开一些针对性强、覆盖面广、理论性学术性强的会,邀请一些远道而来的专家来授课,专家的授课费和在往返路途产生的费用也都是要纳入到经费预算范畴之列的。

      所以综合以上因素来做预算的话,就包括:

      1 食宿费:每人每天(或每人每餐)的食宿费×开会总天数(总餐数)×总人数

      2 场地租金费:看场地的租借方以怎样的方式来收费。如果对方以天数来算,则乘以开会总天数;如果以次数来定,则乘以开会总次数。

      3 会议资料印发费(含纸、笔等办公用品费)

      4专家的授课费(每人的费用×人数)往返的差旅费(每人的费用×人数)

      5可能产生的其它费用

      (三)领导审批

      领导审批是一个必须和重要的环节。在拟好会议方案的初稿、做好会前的经费预算后,再以请示的方式呈报上级相关领导审示。在领导审示后如对某些内容作了较大幅度的修改(不仅仅是文本、字面上的简单修改,更是任务分工、会议主题变更、经费预算数额等重大内容更改等),需根据领导的意思修改好后再呈报领导。如果只是对文本稍作改动,则视具体情况而定。只有经各位领导审批签字后,才可以做下一步的事情。

      (四)任务分工下发

      在修改好并经上级领导审示无问题后,就可以将领导批示和任务分工一起印发给相关部门。

      (五)通知下发

      通知下发,这里的针对对象主要为会议主办方的下一级单位;若需请会议主办方的外部平行单位参会则以发邀请函的形式邀请其前来。
